Create Site Collection in Office 365 (Online SharePoint site)
Lets go to SharePoint admin panel to create new site collections.
below is the URL to navigate SharePoint admin Panel:

On Top navigation under Site Collections tab click on New tab and select private site collection for creating a new site collection to collaborate with partners and people within your organization.
Lets go to SharePoint admin panel to create new site collections.

Title- Provide title for your new site collection which will appear on top of site once site created.
Web Site Address : Give your site address selecting appropriate selection.
Select language : You can select language which will be fit for your site.
Select template: SharePoint listed four section for template as like collaboration,Enterprise,Publishing,custom etc.If you want to create developer site you can select Developer site under the Collaboration template selection.
Time Zone: Select your time zone.
Administrator : You can enter or select primary or secondary administrator for user section.
Server Resource quota: Enter require resource quota.
After providing all details Click OK.It will take time to create new site.
Web Site Address : Give your site address selecting appropriate selection.
Select language : You can select language which will be fit for your site.
Select template: SharePoint listed four section for template as like collaboration,Enterprise,Publishing,custom etc.If you want to create developer site you can select Developer site under the Collaboration template selection.
